Brief Setting Backstory
Except now they've both decided that quarantine works for them and have pulled political strings to have it happen. The quarantine is because it's a bit of a scandal now, tbh, pulling people in from uncontacted worlds, and the quarantine means they're actively trying to wash their hands of everything. It's so much cheaper to have neither of them fix it and to put the loss on their taxes. Or something.
Delicate political situation means César's had to hold his tongue a lot. He does not like this. If he gets friendly enough with someone, he'll probably complain about it. Seriously, does anyone take responsibility around here??
Poor César is one of the few that can logic things through with the AI and ends up being pulled into constant discussions with it by other people. He is starting to get frustrated with that because people are idiots, and he has to keep the AI on the right path. If someone criticizes the AI in the wrong way, it has problems with its limited logic circuits doubling in on themselves and overthinking the feedback to the point where other systems are neglected.
One time, someone complained as a herd of giant, local fauna stampeded around the colony, causing the force field to partially fail. A few of the creatures got through. Whether or not anyone died might depend on the scenario being worked out.
Owing to the fact that it's not a wild-west situation, they're still expected to abide by the "laws of the land". Nothing crazy, but it's along the lines of "please don't hurt or kill people" and "minors need to go to school and have legal guardians".

César's Status - SPOILERS for Season 3
César has been at the colony for months now and was amongst the first groups that arrived. He's relaxed significantly and even has some people he's friendly with. But because of his time at Providence, he's very cautious about how much knowledge he shares. César knows too much about how the universe works.
Also, if there's a Tadashi Hamada in this setting, they're either close friends or just starting to date.He is much happier here overall. Being able to help others in a productive and fulfilling way is very important to his mental health. César strives to continually improve everyone's lives and works in science and engineering. It's been rather fulfilling, even with the annoying problems that crop up.
César's volunteered to be a foster father if anyone needs one owing to the fact that a lot of the other adults are hesitant. He knows he's totally not ready to be a foster father, but not many adults were volunteering, and it's better that a kid has an imperfect father than none at all. While he's staying in the universe room, he's willing to switch out with any kid he's taking care of.
Any kid that comes into his care will get all the help they need making their room their own (he's already informed the AI that it'll have to deal with this), including painting walls, building furniture, changing out light fixtures, doing electrical work, etc. He'll help with homework, make sure they have food and clean clothes, and be supportive to the best of his ability, including attentively listening to them if they'll open up to him. Also, if they're a pre-teen/teenager, he'll offer to get a lock or locks of their own choice for their room. Personal space and privacy is important. His room will always be open. If the child has medical needs, he will learn whatever necessary to make sure they are met, regardless of how complex their needs are. César specifically mentioned he could meet complex medical needs, and he's very adamant that it's better for kids to be in a home situation rather than an institution. Whatever he doesn't know, he'll learn.
Children should never have to face the world alone, no matter what they're struggling with. This is partially his personality. It's also part because a couple of responsible adults (Doctor Holiday, Agent Six, ... maybe Bobo a bit) took care of Rex and became surrogate parents when César couldn't, and he noticed how happy and loved Rex feels because of them. (He's hoping they can get Rex out of Providence soon.) A third gratefulness, a third guilt, and a third paying it forward.
Lastly, César is aware of/has admitted he has ADHD - Primarily Inattentive about 4-5 months ago at Providence (formerly known as ADD, but now it's recognized that ADD/ADHD is all the same disorder). He was diagnosed in childhood but thought it was stupid as he had "no trouble focusing". His parents, however, non-judgementally helped him develop his mental toolbox to handle his 'eccentricities'. When Black Knight took over Providence, he realized that he had no choice but to appear as neurotypical as possible to keep her suspicions at bay. This meant he felt he had to get himself "under control" and mask his 'otherness' as much as possible. Horrible? Yes. But there was too much at stake (tens of thousands of lives, not to mention the entire world).
This means he's medicated (including in the colony) and probably has done some therapy of some nature (probably continued at the colony). Also, he's done tons of research (although, he may have already known quite a bit from having researched for Rex if Rex is played as ADHD - Combined or ADHD - Primarily Hyperactive) and much better understands his brain now. While he's still purposefully masking his ADHD somewhat, he's allowed himself to be far more spontaneous than his canon point. He's more his old self, except more aware of how his brain works.
One person he won't mask with entirely is a child under his care. He'll be upfront about where his deficits are. They need to be able to talk to each other about deeper topics than he does with people outside his home, and he wants to set the tone for the relationship. César isn't just there to put a roof over of the kid's head, but to fully address Maslow's Hierarchy of Needs to the best of his ability. At the same time, he'll do his best to not be overwhelmingly supportive and pay careful attention to how the child responds to him. It also helps that he has the patience of a saint and is very, very hard to anger or irritate. Good luck trying to make him mad.
