The AI that builds things is damaged but functional. It pulled people from other worlds instead of the settlers that are supposed to be there. So, because it's acting somewhat erratically and starting to evolve weirdly, the entire planet has been placed under "quarantine". He's trying to get some repairs going, but the AI software designers' company and the hardware designers' company are constantly arguing over who gets to pay for it.
Except now they've both decided that quarantine works for them and have pulled political strings to have it happen. The quarantine is because it's a bit of a scandal now, tbh, pulling people in from uncontacted worlds, and the quarantine means they're actively trying to wash their hands of everything. It's so much cheaper to have neither of them fix it and to put the loss on their taxes. Or something.
Delicate political situation means César's had to hold his tongue a lot. He does not like this. If he gets friendly enough with someone, he'll probably complain about it. Seriously, does anyone take responsibility around here??
Poor César is one of the few that can logic things through with the AI and ends up being pulled into constant discussions with it by other people. He is starting to get frustrated with that because people are idiots, and he has to keep the AI on the right path. If someone criticizes the AI in the wrong way, it has problems with its limited logic circuits doubling in on themselves and overthinking the feedback to the point where other systems are neglected.
One time, someone complained as a herd of giant, local fauna stampeded around the colony, causing the force field to partially fail. A few of the creatures got through. Whether or not anyone died might depend on the scenario being worked out.
Owing to the fact that it's not a wild-west situation, they're still expected to abide by the "laws of the land". Nothing crazy, but it's along the lines of "please don't hurt or kill people" and "minors need to go to school and have legal guardians".
